Summary

Part FF Chapter 56 of 2025, enacted on May 9, 2025, authorizes the Commissioner of Education to appoint a State Monitor to oversee the academic and fiscal operations of the Mount Vernon City School District (MVCSD).

This act established the powers and duties of the State Monitor, Dr. Kimberly Young Wilkins, whose appointment was effective onÌýJuly 1, 2025.

Dr. Young Wilkin's responsibilities include:

  • Serving as a non-voting ex-officio member of the board of education ("the board");
  • Assisting the board to adopt a conflict-of-interest policy that ensures boardÌýmembers and administrators act in the District’s best interest and comply with applicable legal requirements;
  • Working with the board to develop by no later than November 1, 2025,Ìýand thenÌýupdate annually, academic improvement and financial plans for the 2025–2026 and four succeeding school years;
  • Beginning with the 2026-2027 school year, reviewing the district's annual proposed budget and making recommendations to the commissioner on whether the budget should be amended;
  • Providing semiannual reports on the academic, fiscal, and operational status of theÌýdistrict;
  • Assisting in resolving any disputes and conflicts between the superintendent and theÌýboard and among members of the board;
  • Approving travel outside the State paid for by the district;Ìý
  • Requiring the board to vote on cost-saving measures including, but not limited to, shared service agreements; andÌý
  • Notifying the Commissioner and the board in writing regarding violations of theÌýacademic improvement or financial plans.
